So we were expected to analyze İzmit in terms of its historical context and urbanization process.

The city survived 17 earthquakes in 400 years but the 1999 earthquake which struck the area which led to national architectural and urban planning policies over the cities. A national park was suggested for the bay area but without any constructions factories, shopping malls and offices have been built. Today, the land use of the basin is covered with a lot of functions. The main roads of Turkey cross along the basin. Along with military, agricultural and touristic areas, there are settlement, commercial, industrial, garbage and wastewater zones. Development of functions are uncontrolled and attention to the basin is insufficient. The Greater Municipality of Kocaeli had launched a large scale plan study of the city after the enlargement of its management area in 2004. It is observed that the most of the agricultural areas were planned as urban settlement areas. Central business districts were planned in the east of the gulf. After the earthquake, mass housing areas were built in the northern part of the city center. This planning raised the problem of transportation and isolation.

The population is constantly increasing despite the expected earthquake because of the increasing industry facilities.
